The Office of the Secretary of Defense, Program Analysis and Evaluation (OSD PA&E); Assistant Secretary of the Army, Acquisition, Logistics, and Technology (ASA(ALT)); and the US Army Chief Information Officer (CIO/G-6) needed to identify if opportunities existed for greater alignment and consolidation across its Core Enterprise Service (CES) portfolio. While participating in the CES IT Portfolio review in support of the Army CIO/G-6, Binary concluded that the potential for consolidation could best be achieved in a fair and objective analysis by comparing the programs under review using DoD Enterprise Architecture reference models, while analyzing the program's support across different military echelons and common modes of access. Binary proposed and supported an analytical approach for addressing the issue.The Army adopted Binary's proposed analytical approach, and was able to complete a fair and objective comparative analysis of seven of DoD's CES programs. The analysis concluded that Army's Future Combat Systems System of System Common Operating Environment (FCS SOSCOE) was the only DoD program able to offer net-centric CES services to tactical echelons and real-time environments. The analysis also confirmed a gap in support for operational echelons, and identified the need to federate CES across the Department and echelons along with a number of opportunities for near-term investments in common CES infrastructure.
The Army benefited from developing a practical investment strategy for its initial CES portfolio that balances the CES needs of all its enterprise mission areas. The Army CIO/G-6 is now embedding similar analytical capabilities in its Army Enterprise Architecture (AEA) to support future Army and DoD portfolio management activities. As a result of this pioneering thought leadership, Binary received a letter of commendation from the Army CXO.
